Single leg hose were introduced by the end of the 800c, but for vendel, i think that pants like those found in Thorsbjerg would be more appropriate. The leg wraps should also be ok, but i believe those were used more around what is now france and southern england.

I agree that the "poofy" pants are likely a status thing, you see them on Gotland Stones and in the Oseberg tapestry which makes me think that it's a display of wealth.
Leg wraps ("wickelbands" or "puttee") were found at Haithabu, not sure about Birka. They are discussed in Willy Groenman-van Waateringe's "Textiles from Haithabu Harbor" book (in German).
